• best lenses that have a wider aperture f2.8 or less, like f 1.8, 1.2 , the expensive ones ha ha
• usually higher mm, because you need to get that close to your subjects to blur the background or foreground
• best lenses? probably FF lenses, as they let more light in

But even with mobile phone achievable. For example start when it is getting dark in the city, there are many light sources, plave them in the background so that they blur and get your subjects close...one way to try it

I like this one because there is a story to it: Drinking house made wine on a balcony in the mountains with a view over Split in Croatia at night...and Split is also reflected in the glas....just a memory , 2 years ago, my last holiday! gosh But, good example of using higher mm ( 80 mm equivqlent to FF) and wide aperture f 2.8...cheers
