The bubble was placed on top of a glass and the water droplet went straight through the bubble without bursting it. Then cloned another splash onto the first one. I then added a reflection.

So you did one picture with the bubble and one with the splash and then you added them together in Photoshop?

Yes and the reflection was arranged in Photoscape
