Hi there,
Unfortunately I am still the bad guy and this photo does not respect the flares theme - flares are round shaped circles created wtih light and sometimes thanks to droplets of water and the refraction of the light in it; here you have a band of skyline but this does not form flares.
Besideds the main subject: lacks of sharpness and the framing is too narrow - it touches the top frame of the photo
I am sorry
